The Army first deployed Constant Hawk in 2006 as part of a Quick Reaction Capability to help combat enemy ambushes and improvised explosive devices ( IEDs ) in Afghanistan and Iraq.

Under the present US Army strategy, there will be EMARSS aircraft, MC-12Ws brought up to the EMARSS-M configuration, and at least two other platform types based on upgraded Quick Reaction Capability King Airs or QRC King Air capabilities that were originally developed for Afghanistan.

The Army began fielding the ATIRCM Quick Reaction Capability ( QRC ) system on 83 CH-47s supporting operations in Iraq and Afghanistan in 2009 . The USD ( AT & L ) limited the ATIRCM QRC program to these specific aircraft, due to the current combined weight of the ATIRCM / CMWS suite.

Department of Defense ( DoD ) has awarded ManTech a prime contract to provide operational and user maintenance ( O & uM ) and software maintenance support to the Product Manager ( PM ) Joint Personnel Identification ( JPI ) Quick Reaction Capabilities ( QRC ) Sustainment.

The defense secretary announced that Washington was likely to support an international peacekeeping force being considered to help restore order in Kabul, the capital, by contributing logistical support, intelligence and transportation, and that the United States might agree to having U . S . forces stand by with a " quick reaction capability as backup " should the peacekeeping force run into trouble.
